It wasn't God who couldn't take care of the people with chariots of iron, it was Judah, who didn't have enough faith in God. Another translation may help.
Judges 1:19 -- "And Jehovah was with Judah, and he [Judah] occupied the hills, but did not expel the inhabitants of the valley, for they had chariots of iron." (Green's Literal Translation)

He was with Judah, but He didn't do it without them. They trusted Him enough to drive out the inhabitants of the mountain, but they were afraid of the chariots of iron. Their lack of faith limited their willingness to do as God said, which limited His help in driving them out.
That's why there's a "contradiction" in who drove out the inhabitants. There's a sense in which God did, but He did through the Israelites. They were successful to the extent that they trusted Him.
I think there are ways that Christians are limited today by lack of faith. It's a good lesson for us. Of course, our enemies are within rather than without us.

It's commonly thought that this passage actually refers to modern armored vehicles, as it was an ancient person's best description of modern weapons of war that his audience would not be dumbfounded by. And then perhaps Omnipotent's aren't quite as invulnerable to 120mm HEAT or SABOT rounds as we are led to believe.
