The issue with insurgents is that they cannot be ousted from amongst the general populace with any manor of ease. And that's pretty much the only advantage they have. Insurgencies only last as long as they don't cause problems for the populace at large. As soon as the insurgents in Iraq start pissing off the locals their anonymity when not brandishing Kalashnikovs will go out the window.
