practice..both on your own and if you know others that speak english. read books in english. learn vocabulary and sentence structure. thats how i had to do it. i'm still not quite as good as i would like but i'm trying to improve.

to improve yourenlish fluency:-
1. dont think that u r deliberatly improving ur english.
2. take it in a natural ways, discuss some interesting topics with ur friends in english, even if initialy u speak wrong dont hesitate and keep on trying.
3. watch ndtv 24 X 7 for atleast an hour daily, and also talk shows like just pooja and we the people.

Attend in English classes, & try to talk & participate with others in the class; Watch English / American (depending on the accent you want to have) movies & try to repeate the conversations as they say in the film. But! the best way is you live in an English speaking country for a while, that has an unblievable infuluence on your speaking.

Read lots, newspapers,magazines,books. This will help in building ur vocabulary. Try reading aloud, might help.
Talk to ur friends in english (who know it and who can correct u). Don't be afraid of making mistakes.U will learn from ur mistakes.
If the progress is very slow, join some english proficiency class.They might help u learn it faster.All the best !

Go to the library and take out books ment for different ages. Start with kids books with easier words and read them aloud and practice pronouncing different words. Then move up to books with more difficult verbage.
