Romantic DOES NOT mean complicated.
Keep it simple.
Go to a specialty type store like Trader Joe's
And get a Hearty bread, loaf style, Some Yummy olives. Some roast chicken,deboned before serving. A lovely cheese ,Gouda, or Havarti is my favorite. A few grapes or strawberry's. Champagne, or a light white wine, Although I would probably serve Dr. Pepper as that is my husbands favorite.
Serve it on the porch or at the beach. The floor is supposed to be romantic but I find it a pain. Remember the romance is from YOU not the food.

You didn't really provide much background to base on. So let's do it with a little sterotyping and assumption. Set the table with tablecloth and cloth napkin. use the best plates and flatware you got. You already mentioned candles, use the tall long ones. If there is time, flowers would be nice. A long stem rose on top of the place setting is simple but effective. Soft music for the background is a must. For the food, steak and potatoes are simple and easy. If red meat is frowned, then do chicken breast in tomato herb sauce. If she is stereotypical, the dessert will be far more important than the main meal. Chocolate anything is a good bet, otherwise cheesecake are pretty fail safe. You pick the wines. Good Luck.

Hahaha this is what I did....
I went out to a fancy restaraunt and got the most delicious plate they had and that it didnt look too "done"
then I went home, made a mess in the kitchen then cleaned up to make it seem that I cooked.
Put candles everywhere especially in the middle of the table.
Put some fancy plates and silverware and serve the food.
Make sure you throw the bag and the box that the food came in..
then put that cover over the food so when he sits down he takes it off and be surprised at the dish.
In other words, make it seem like YOU cooked it....
he'll be surprised, just make sure it doesnt look too complicated and if you cant help it, give him a reasonable excuse such as....
my friend is a cook and helped me and smile sweetly at him. He'll believe it. =)
Trust me it works!!! remember the way to a guy's heart is through his stomach.
Hope it helped. Just dont do it everytime u guys have a romantic dinner. just do it on a very very special occasion.

Somehow, food and romance seem to go hand in hand. I haven't quite figured it out myself yet, but there is no denying the romantic impulses one receives over a deliciously, quiet romantic dinner for two. For some people not as romantically or culinary inclined as myself, doing something like this day to day may seem to be quite the formidable task. With a little practice, and a few great tips outlined below, you'll find it much easier than you think! You may not understand why, but after following these tips for even a few days, you will start to see a nice and very welcome romantic lifestyle change! Good luck and bon appétit!
Turn off all outside disturbances such as the TV, phone, etc. The only sounds you should hear are that of soft, romantic music playing in the background.
Provide candlelight and/or dim lighting.
If you have children, on occasion, have them eat at an earlier time. Then set them up with a video in another room or with a baby-sitter for an hour or so. Alternatively, you can arrange for them to eat at a friend's house.
Listen to your partner. Really hear what they have to say and comment on it.
Make/serve something with well-known aphrodisiac qualities.
Keep your presentation simple yet elegant. Prepare your table setting like you see in restaurants. Use fabric napkins, wineglasses, a tablecloth, etc.
If you're kitchen is in viewing area from the dining area, make sure you've cleaned up before eating. Cleaning as you're cooking is very effective, plus it cuts down on scrubbing afterward!
Don't bring up negative topics. This is a time to share how your day went and really talk to each other. Seriously, how often to you get to sit down with your partner for any length of time? Don't spoil it by bringing up small petty issues!
Always serve some sort of dessert. Even if it's just a cup of fruit drizzled with a dessert sauce or yogurt. Indulgences, even healthy ones, are a splendid romantic treat.

Directions
1. Trim fat from steaks. Place steaks in a plastic bag set in a shallow dish. For marinade, in a small bowl stir together the green onions, gin, olive oil, and lemon peel. Pour over steaks; seal bag. Marinate in the refrigerator for 30 minutes, turning bag once. Drain steaks, discarding marinade. Press the crushed peppercorns onto both sides of the steaks.
2. Preheat gas grill. Reduce heat to medium. Place steaks on the grill rack directly over heat. Cover and grill until steaks are desired doneness, turning once halfway through grilling. (Allow 14 to 18 minutes for medium rare and 18 to 22 minutes for medium.) Season to taste with salt. Garnish the steaks with sliced onions and lemon peel strips. Makes 4 servings.
To cook on a charcoal grill, prepare steaks as above. Grill directly over medium coals, allowing 14 to 18 minutes for medium rare and 18 to 22 minutes for medium, and turning once halfway through grilling.

Prepare something simple that looks elegant:
Appetizer:
Begin the meal with easy skewers of grape tomatoes, mushrooms, sliced carrots, cucumber, and olives (black or green or both). Arrange the skewers into a flower-design on a plate around a small bowl filled with water and a rose or a lit votive candle.
SOUP:
Beef Barley Soup
1/2 cups diced potatoes
1/2 cups diced carrots
1/2 cups diced celery
1/4 cup chopped onions
1/4 teaspoon pepper
1/4 cup beef base
4 ounces tomato sauce
1/2-1 cup chopped beef roast
Water
1/4 cup barley (cooked, rinsed well)
Combine all ingredients except barley in kettle. Add water to cover. Boil until vegetables are tender, about 20 minutes. Add barley, cook 15 minutes.
OR
Chicken Velvet Soup
1/3 cup butter
3/4 cup flour
6 cups hot chicken stock
1 cup milk
1 cup heavy cream
2 cups diced cooked chicken
Salt and pepper to taste
1 to 2 tablespoons instant chicken broth
Melt butter in large saucepan. Whisk in flour. Cook till flour begins to bubble. Stir in 2 cups of chicken stock, milk, heavy cream. Stir in the remaining stock, cooked chicken and chicken broth. Salt and pepper to taste.
Entree:
Chicken breasts crusted with Rosemary (baked) and topped with a little parmesan cheese, OR slice thinly and place on top of linguine and spaghetti sauce.
Steam asparagus until tender and serve with a simple sauce of cheddar cheese soup mixed with just enough milk or cream to thin it slightly, OR a baked potato, sliced into many slices and then filled with the cheese sauce and topped with sour cream, bacon bits, chives, etc. (slice the potato widthwise almost to the bottom, making each slice about 1/8 inch thick dip or brush with oil and bake)
Slice tomatoes into quarters and slice each quarter into two more slices, add sliced cucumbers and half of a thinly sliced onion, mix with either italian or ranch dressing OR serve a simple pasta salad with bowtie pasta and jarred alfredo sauce topped with extra parmesan.
Serve with toasted garlic bread or breadsticks
Dessert:
This easy dessert could also be made with regular oranges, lemons, limes, etc.
BLOOD ORANGE SORBET
1 cup water
1/2 cup sugar
2 cups blood orange juice
In a saucepan over medium-high heat, bring water and sugar to a simmer and simmer for 2 minutes to dissolve the sugar. Remove from the heat and cool. Stir in the juice and taste for sweetness. Make the sorbetto according to the manufacturer's instructions for your ice cream maker. Or pour the mixture into a shallow dish and place it into the freezer for 1 hour. Break up the ice particles with a fork every hour until a smooth, frozen consistency is achieved.
OR
Snicker Cheesecake Pie
4 Snickers candy bars
1 (10 inch) pie crust, baked
12 ounces cream cheese, softened
1/2 cup sugar
2 eggs
1/3 cup sour cream
1/3 cup peanut butter
2/3 cup semi-sweet chocolate chips
2 tablespoons milk
Cut candy bars into small pieces and place in bottom of pie
crust. In a mixing bowl, beat cream cheese and sugar together.
Add eggs, sour cream and peanut butter, beating at low speed
until combined. Pour over candy pieces. Bake at 325 degrees for
35-40 minutes. Cool. Melt chocolate chips with milk. Stir until
smooth. Spread over filling. Refrigerate for 2 hours.
