I can't quite figure it out, it takes the place of 's many times and tacked on to nouns. Is it just a drawn out 's in computer talk? When typed, as page changes or is converted or submitted, it comes out 's. Try typing it in your answer. You will see. Can anyone explain this?

And what do I do when I see these often without using them? Is it only happening on my computer? Could it be a virus?

You've got the basic idea.

The value &-#-3-9-; (without the hyphens) is the "ASCII" code for the single quote/apostrophe. Of course, that symbol will be used when a word ends with 's (and so you might see it appearing with an s following it).

ASCII (American Standard Code for Information Interchange), pronounced [ˈæski], is a character encoding. The codes represent text in computers, communications equipment, and other devices that work with text.

Note, incidentally, that this chart also gives you to key to how to produce these symbols with your own computer keyboard OR in HTML code. For instance, I can form the © (copyright) sign by pressing holding down the ALT key while I type out the digits 0 1 6 9 on the numeric keypad. In HTML code, I would type #-1-6-9 (again, without typing the hyphens) to produce the same symbol on my web page. (Now for some of the common symbols HTML has also developed easy alternatives -- in this case it is &-copy-; (without hyphens). Notice then that the ampersand and semicolon are used to set off each specific ASCII code symbol (letter, etc).

You make some very good points. I for one did know the meaning of the word "mark" and what was meant by putting some one over. I have been a wrestling fan for over 50 years. and I really hate it when people ridicule some wrestlers. They are doing the job they love, trying to entertain people who in reality don't give a darn about them. This war thing is dumb, it is not a war it is just business. As for your Morrison v Christian question. Both of them are very fast, agile and innovative. I think I would have to give the win to Christian just on the experience factor.
