He just wants your attention. I have an 8 month old beagle, my last beagle lived to be 18. They will love you forever, if you just lavish the attention on them, also my beagle stares if he wants FOOD that you are eating. Their cuteness is what helps them get their way!!!! Good Luck, my beagle acts like a 3 year old toddler! He even stands on his hind legs at my door wall when he wants to come back inside the house! The night time stare is probably because he wants you to go to bed and let him sleep in there with you.... I know because my beagle does this to my son. They like a routine, including bedtime just like a child.

I've had 4 Beagles in my lifetime. They are lovable dogs and just bored and looking for attention.
They will eventually go to sleep if you ignore them.

Mine does that too, then he lets out a little "yelp". Usually he wants something from me, so I pet him for a minute, then if he still does stares, I let him outside. He's just talking to me.

he/she probably wants something from you. i have a beagle and whenever she does that she usually wants to go outside to use the bathroom or she wants a snack. so she learned the command "do you want me to follow you?" and when i ask her that she usually takes me to whatever she needs.

don't worry about it. they're in constant need of attention. it either wants to play with you, wants to eat something you're eating, or wants to sit in the spot where you're sitting.
