The substance that makes poison ivy so itchy is called urushiol resin (1). In answer to why God made it, there is no way of knowing, except that people are more likely to remember to speak to God when they are miserable and in need. Suffering is a much quicker route to spirituality than is satisfaction. The reason that uroshiol resin stays potent for so long is because it is a type of oleoresin (2). Oleoresins are a mixture of plant resin and oil and are known for being very stable and not breaking down easily (2, 3).

The oil of the poison Ivy and Oak plant is called Urushiol. Urushiol causes an allergic reaction after the first sensitizing exposure. Most people are allergic to urushiol. The oil is in the leaves, vines, and roots of the poison ivy plant. That's why tearing out the vine is so dangerous - it releases larger quantities of urushiol. Poison ivy rash is caused by touching the poison ivy plant or touching something that has touched the poison ivy plant. The oils from the poison ivy plant can be transferred easily from clothing or a dog. The most common way of getting the rash is by touching the leaves; however, the stem, vine or roots can also result in a rash.
Though unusual, a person can get poison ivy in the lungs by breathing smoke from firewood burning with a poison ivy vine in it.
Usually plants that have this kind of components, developed them for self defence. For you is harmful, for the poison ivy is a bless, because it will kept away, predators or people picking on them!

Poison ivy (Toxicodendron radicans or Rhus toxicodendron), in the family Anacardiaceae, is a woody vine that is well-known for its ability to produce urushiol, a skin irritant that causes an itching rash for most people, technically known as urushiol-induced contact dermatitis. In extreme cases, corticosteroids can be used to treat rashes.

what makes YOU so itchy is an allergic reaction to the oils that are in the plant. It does not affect everybody. If you get it and are allergic to it, get some lotion that will help dry it up. Hope this helps and good luck
