Well dude, if you have her number, and you called her like 2 times already she might not be intrested. Even if she is busy that doesn't mean she shouldn't call back later.
If I was you, I wait one more week, then call her back ONE LAST TIME. Say "Hey, [girl], it's [Sloppy Joe]. I just called to see if you [wanted to see a movie on July 15th at 7:30PM.] Let me know. k bye."
That's it. Make the message short, to the point, and make sure you ask her to do something. Don't act like a wuss - be a challenge. If she doesn't call you back then you know for sure. Just let it go.

Assuming you have tried and failed to this point...if there is no basis for assuming the person has feelings for you and the person has made no attempt to contact you, I would just let it go and move on.
