Philly was once the industrial capital of the world. And during wars it was a major supply depot with the Delaware River used by ships Also, used to be a major arms depot.

It would have to be Philly. At one time it was the largest city. It is also on the Delaware River with easy access to Delaware bay and the Atlantic.
