As strange as it sounds, I've seen it at Home Depot before. But, a safer bet would be going to your local crafts store, like Michael's if there's one near you, and ask a sales person for help in locating it.
There are several ways to frost glass, but since you're doing candle holders, you want a permanent method. Stay away from things like Matte Gel Medium (from the Liquitex brand, famous for their acrylic paint and various paint mediums), as a little water and a little scraping will take it off. An acid etching solution would work (that's how people "frost" windows in doors), but it wouldn't be my first choice for a 3D piece. Look instead for the glass frosting that comes in an aerosol can; it's relatively easy to use and permanent. Because it is permanent, be sure to work in a well ventilated area (outside is best if it isn't windy), work on some kind of protective covering (like a tarp), and mask off whatever areas you don't want frosted with paper and tape.

there are several kinds, ofcourse i dont know where you are from, in the US Hobby lobby or Michaels arts and crafts and many Joanns fabric stores sell glass paint that crystalizes into a sort of frost design, there is also a spray paint that you can spray on glass to look like a smooth all over frost or you can cut out stencil pieces from sticky back paper and put on the glass and spray to get a frosted background then peel off the paper cut out and have a clear design shape on it, and Michaels i know, sells actual acid etching cream that you do the glass frosting the old way, but its dangerous and more expensive than the glass paint methods. and then there is a diamond tip bit and the dremel moto tool with which you can etch fine designs into glass. I have done all of the various methods above. enjoy

they make a spray on kind, works good easy to use, you can buy it at home depot, or a store that sales paint supplies....if you want the glass to be "etched" go to a craft store and buy a glass etching product, it is alittle more expensive and harder to use but turns out better.
