Or do they grow back eventually? And if they DO grow back, are they darker? Or the same?

I have tried several brands and I would say they do not work very well, if you have a sensitive skin you can have some reaction to them, they do not remove all the hair and hair grows back darker, so I would not go for this option, depending on the area you want to use it for and if you can't afford laser I would recommend to bleach the area or to use wax.

If you use a cream hair remover (ie. Nair) your hair does grow back. Just like with shaving it does seem to come in darker and thicker. That's just life I suppose. One benefit with the rmover cream is that it leaves your legs amazingly smooth and soft! If you want something that will last longer you may want to consider waxing. I've never done my legs, just my eyebrows. It does hurt but not terrbibly bad. Kind of like a really tight bandaid being ripped off. Best of luck! :)

Temporary
Depilation lasting several hours to several days can be achieved by:

Shaving or trimming (manually or with electric shavers)
Depilatories (creams or "shaving powders" which chemically dissolve hair)
Friction (rough surfaces used to buff away hair)
Epilation lasting several days to several weeks can be achieved by:

Waxing (a hot or cold layer is applied and then removed with porous strips)
Plucking (hairs are plucked, or pulled out, with tweezers)
Sugaring (similar to waxing, but with a sticky paste)
Threading (also called fatlah or khite, in which a twisted thread catches hairs as it's rolled across the skin)
Rotary epilators (devices which rapidly grasp hairs and pull them out by the root)
Some methods are still in the experimental stage or have been banned for most uses due to adverse effects.

X-ray (banned in the United States)
Photodynamic therapy (experimental)

No, it just melts it until it regrows again! Better to be waxed or sugared. Try Veet leg waxing strips for first time, it doesn't hurt very much and lasts for ages!

No, it keeps coming back. Not darker or thicker though--that is an old wifes tale.
