Well, don't always assume the worse. Maybe he has something serious like work or family related and can't come.
But if he's just blowing you off for the birthday and really doesn't have a good reason why then its a sign that there may be problems in the relationship. Perhaps there is a deeper issue involved such as you invited someone he doesn't approve of etc? I would recommend you talk with your boyfriend and find out the real issue here. Communication is the key to any successful relationshiop.

There can be many reasons behind this. Best case scenario would be he might not get along with a family member or friend that you invited without talking to him first... or worse case he is jealous and he wants to piss you off.

Is it a place where he will be uncomfortable or not know his ettiquette or he is just a jerk who only wants the attention on him? Help him with being more comfortable, teach him the rules and manners expected or dump the jerk and have a great birthday with everyone else!!!

wellif he has a good reson than i wouldnt mind but if he had a fony reason or didnt haave on than he could be imbarest to be dating u or he is cheting on u

Does he have other obligations?
Maybe he wants you to have a good time by yourself.
Maybe he just doesnt want to be with you..

maybe he has someone else in mind like another girl or he may not want to go to somewhere where it's gonna make him feel uncomfortable.
