when dogs are in a heavy rain it keeps the rain from filling them up like walking water bottles
actually it helps them when running and to to protectthe dog's pooper

Because their spines are too long. That's what a real tail is.It's a spine.

Its a rudder for when they run! It helps them make quick turns and keeps them from falling over.
