Swimming (or crawling), by far, is the cardio exercise that will burn the most calories for the amount of time you do it. This has to do with the continued circular motion that all of the larger muscles in your body are making. If you are looking to burn fat and have access to a pool, I would highly recommend swimming as an ideal exercise for you.

I'm not sure about the best, but Dance, Dance Revolution the home version is awesome at burning calories. It has a workout mode that you can use to see how many calories you've burnt.
