Well you'd have to rephrase this to ask how many blocks in a square mile.
Now - since you are talking about city blocks, many cities are set out in one mile grids, and there is a new block every mile. So one square mile, one city block.
Like in the movie 8 mile - it is a road. There is also 7 mile, 9 mile, 10 mile, so on and so forth until up to like 32 or something. One east west road, every mile.

Not all city blocks are of equal length. A rule of thumb is 8-10 city blocks to a mile.

In large cities the number varies depending upon the original grid layout. In NYC (Manhattan) the number of north-south blocks per mile is 20. East-west blocks (between avenues) are typically just under 5 north-south blocks in length, so the number of east-west blocks per mile is 4.

I dont think there is a standard anymore.
It used to be 1/4 miles around the block, so the answer is 16. But that was in the old train station days.
