From personal experience I have a 1973 Beetle and It gets 30-35 Miles per gallon but there are a few things that will bring that down like:

1) Flat tires
2) dirty filters like air or oil
3) If you have a roof rack and something on it
4) the age and frequency of use on the vehicle
5) the age of the engine
6) is the carburetor tuned right
7) is the jets clean
8) is there dirt in the fuel tank
9) how much weight there is in the car
10) are you using the car in flat areas or steep mountainous areas
11)number of cylinders
as you can see there are many factors contributing to the gas mileage so what you should do is ask the dealer about the gas mileage on that car or if you already have the car keep a record of the miles driven and the amount of gas put in and you do a little bit of math and you can fugue out the gas mileage.
If you want to improve I will tell you what i tell everyone check your filters if there extremely dirty consider changing them. and if everything is in fine working order there are tons of things on the market that will improve on gas mileage

On the New Beetle(1999) and newer, you can expect around 30 miles per gallon with gas engines, and close to 50 with the TDI(diesel). The older air cooled engines(engine in the rear)will vary.depending on year.vwjcook@yahoo.com
