Honestly all guys are still not over their ex's untill a new relationship sparks and time moves on. I'm still not over my ex from a year ago and i've been in a great relationship for the past 5 months but don't tell her that. lol. But just play it out and sooner or later he will forget her.

Just start by being friends. After talking to him for a while, you'll know if he's still stuck on the ex or ready to move on. Hopefully in your direction.

You can't accuse him of this, but should instead watch his actions.
Some people would have you confront him about this, but you should know that he will reflexively deny being hung up on her as it would not be in his best interest to admit to that. He may not even believe that he is hung up on her, which would make denying it even easier.
The fact is, don't listen to what people say - watch what they do. Is he spending his time with you or with her? Is he calling you or her? If he is hung up on her, he will ultimately get over her provided he is not in constant contact with her. If he is in contact with her, you may have a potential issue on your hands, as he may be looking for an opportunity to get back together with her. But if they no longer communicate, then I wouldn't let any preoccupation on his part be of concern to you just yet. Watch what he does and let his behavior dictate whether you need to throw him back...

Ask him to be honest and tell you if he still has feeling for the x . If you are going to be in competition with a girl that he is no longer seeing ,don't waste your time

You should just talk to him and tell him that you know that he has feelings for his x and see what he says and see how he acts after you tell him that. Try to work things out before you decide to just break up with him.

how can he like you if he's got his ex on his mind? you can't force a person to want to be with you. let him get over it . I'm sure that by the time he gets over it he'll type the question in reverse. i like this girl but she is with someone else what should i do?

Don't say anything. If he is then, he is. There is nothing that you can do about it but saying something to him about it just shows that you are insecure in your relationship and he might just throw in the towel if he feels that you don't trust him.

dont say anything. Make him feel that you wont hang around forever. If he doesnt act quickly enough he will loose you. Dont say it with words, but with actions. If he really cares for you, he will pursue you!
