Depends on what you mean by sex. If it mean that sex is an act performed by a person on another person to induce sexual stimulation and oragasm then yes. But, if you're talking about sex as an act of penetration and reproduction (which in my opinion penentration usually occurs more for people who actually have feelings for each other, where as oral sex is performed on people that just want to get an orgasm and be done) then no.
