I'm going this July with my bf and it states that if your a minor you have to have a nofitied letter from your guardian... is it 18 or 21?

Under 18 is a minor. 18 you can drink beer or wine and gamble.

I went on a cruise when I was 18 and I am 38 now. I was able to be in the bar and order my own drinks.

Technically, if you are in international waters, then there are absolutely no laws. You could go on a murderous killing spree on the high seas and would not be arrested, provided you stay out in international waters for the rest of your life. it's usually under 18, u can go at 18 but just can't drink.
