I'd take any pet that I just bought to the Vet just to get them diagnosed and see if they're all healthy. My suggestion is to either take him to the Vet, go back to PetsMart and ask if the bird has recently had any problems or currently has any, or do some background research on the type of bird you have and see if your analysis is normal or abnormal.

It could be a tumor, I had a budgie with a "growth" on the right side of its chest and it lived for like three years. It is life-threatening but if you take care of it (feed it pellets and not just a seed based diet) it can live for quit a long time. The reason, I was told, for the lump on the chest was that it probably been fed a seed diet and nothing healthy like pellets and fruit. Millet is probably not a good idea mainly because it is just pure fat and no nutrients. You shouldn't let your bird fly free alot since mine typically got hurt by falling on the floor. It might get winded by normal exercise, but try to let it get as much exercise as possible so that it doesn't just get fat.

It is not a tumor....i had many birds with the same thing.You can also see this on day old baby birds.It shows the crop part of the bird.If the skin around the bump gets fatter,your bird is filled up with food,if it is empty..it wont be as fat.

it does not look good. don't return it because they throw it in garbage bag, instead bury it.
