Poison some seed and leave it in a place that they have access too. Line your gutters with razor wire. Set up checkpoints around the perimeter of your property and issue orders to the guards to shoot to kill.
Or just buy a BB gun and take matters into your own hands.

Make sure you're not inadvertently feeding them. I don't recommend throwing food into the neighbor's yard. You don't need a feud with your neighbor. Any loud sharp noise might or might not help. If nothing like that works, ask your local zoo for help. They might have some suggestions. Also, do research on the internet. That is, use a search engine. Try "pigeons" and "nuisance" as search terms. I give you a link below that might help. Good luck with it! Pigeons are messy birds. I live in the country, so I don't mind having them around, but I wouldn't want them to mess up my car!

You can buy a plastic owl that makes a hooting sound, it will scare the pidgeons away but move it often maybe once or twice a day (Maybe more)

They are there for a reason. You have to remove whatever they are eating. Check out what they are nibbling at...and remove...even if it means an entire load of plants.

just throw some bread over the fence into uyr neighbor' lawn. try it it works!!! i used that method and then the pigeons stopped coming.

you cant unless you cut down all the trees near your house and cover your roof with barbed wire.
