Are you thinking about a muscovy duck? They have red bumps on their head, but they do have feathers. They are not a true duck. They are actually a South America perching bird. They will go into the water, but they can drown because they aren't as waterproof as a regular duck such as a call or a mallard.
A bird with web feet would be in the waterfowl family. When baby ducks hatch out, they are covered with down. Within 2 months, their feathers will grow in.

all ducks have webbed feet, and no there are no ducks without feathers....not sure WHAT you are talking about!!!???
