Also, can hardship tours be permanent, or are they always temporary duty?

Deployment: being sent someplace temporarily (Iraq, for instance)

Hardship/remote tour: being sent someplace like Korea, Diego Garcia, Souda Bay. Family members are NOT authorized at Remote duty stations.

Hardship tours are PCS(Permanent Change of Station) orders, Deployments are TAD/TDY(Temporary Additional Duty) orders Hardship tours are normally a year or two long. Most PCS tours are at least three years long.

My husband was on a hardship tour in Korea. That means he was actually stationed there, but the Army would not pay for me and the kids to live there with him. We could have chosen to follow him, but we would have been without the support of the military. He didn't get sent there with his unit, but rather as an individual and became part of a unit there. When he went to Iraq he went on a deployment with his entire unit. Obviously the family can't come. There are also some differences in pay, but they all depend on the type of deployment.
