In high elevation lakes (like the Lake of the Clouds in New Hampshire) there is no vegetation growing in the water. But there's grass and small plants growing around it. Why?

probably not lack of oxygen, since plants need CO2, but lack of dissolved gases in general.

Its a spring fed lake no doubt if its above the treeline, so minerals and salts may have accumulated as water traveled through rocks making it unhabitable for certain plant species to establish within the water. Grass and low lying shrubs are common in high elevated areas (above treelines) as the winds are usually stronger and temperature more cooler these types of plants flourish in such areas.
