Maybe you can start off with a friendly hello. Once you two appear to be comfortable with one another invite him over for a drink or something.

Be the best neighbour anyone can ask for:
friendly, caring, protective, generous, respectful.
have him notice you for the good qualities you possess, and not for (as some guy here said) tanning in a bikini.
