The lowest priced tickets are those purchased more than 30 days before the flight.
The next higher priced are those purchased more than 21 but less than 30 days beforehand
The next higher priced are those purchased more than 14 but less than 21 days beforehand
the next highest priced are those purchased more than 7 days, but less than 14 days beforehand
The highest priced tickets are those purchased less than 7 days before the flight ... that's a top dollar flight.
In addition, the airlines only have a few of the lower priced tickets on each flight, so the earlier you book the better your chances of getting one, or two.

Not all the time, but if it is near a holiday it definatly will. Some small airlines like Midwest lower their prices like once I paid over $500 for a ticket but nine days before the flight I looked and made sure the flight number didn't change and it was $243 for the same flight. It all really depends on if the flight is full, if it is airlines will raise prices and if it isn't they will lower prices. But airlines like SWA keep them the same.
