You should really take a CPR class to find out the answer to that question... but think
ABC -
Airway (See if they are choking)
Breathing (Give mouth to mouth)
Circulation (Give chest compressions)

Have them remain in a supine postion(laying down). Elevating their legs should help the situation. Always call 911 because if the person regains consciousness he/she may refuse the ambulance ride but at least they can get checked out. If they do not regain consciousness then you're gonna want paramedics there.
The most common cause of passing out is a sudden drop in blood pressure. There are far too numerous causes for the drop to list here but it should be investigated if it continues.

One of the first things you should do is make sure they are breathing and call for help. You should also lift the person's legs above their heart. This will direct blood flow back to the heart and brain increasing their oxygen level, and they should wake up. Also, smelling salts help arouse someone who has fainted. If they have fell when they passed out, they could have sustained some kind of injury. In that case, you should not move them, and wait until help arrives. 1. Make sure they're not injured from hitting the floor.
2. Help them sit up, and keep them sitting for a few minutes before helping them to their feet.
3. If you have any available, give them a whiff of smelling salts.
4. Again, if available offer some sort of fruit juice or gatoraide.
That's for your run of the mill fainting episode. If it looks like someone has collasped, read the other stuff hear and call 911 ASAP.

If you can catch them before they hit the ground do it and place them gently on the floor. Then put one hand on their shoulder and gently shrugg it and ask them " sir or maam can you hear me" If they don't respond check for breathing and do CPR if necessary. If they do respond make them comfortable. Always get someone to call 911. Passing out is a serious sign of a medical condition.

Make sure that they are breathing. If not, take neccessary measures... I.E. artifical respiration. (mouth-to-mouth) and then check for a pulse. If not, do CPR and alternate M-2-M (mouth to mouth) Try to find someone else who knows M-2-M so you can do both at the same time. Make sure they are not too hot but DO NOT POUR WATER ON THEM! I've seen it in movies, and they shouldn't put that in. It could send them into shock. Call 911. If they start vomiting, roll them on their side so it won't cause them to aspirate. But in any case, call 911.

All good advice (at least the serious answers) regarding CPR, etc. But you don't always elevate the legs. Assuming they are breathing, heart beating and all, but have just passed out, remember this one: Look at the face. "If the face is pale, raise the tail. If the face is red, raise the head."

Try to gently rouse the person. If they do not regain consciousness, check their pulse and respiration to determine if CPR may be required. If pulse and respiration are OK and you have smelling salts available, see if they will rouse the person. Otherwise, call for paramedics. They may have had a seizure, a cardiac event, or other condition requiring medical attention.

Check to see if they're still breathing.* Elevate their feet and put something under their head to cushion it. Put something on them for warmth, like a blanket or coat.
*If they're not, begin resucitation right away and have someone else call 911.

chack to see if they have a pulse by puting ur hand on their wrist!and call an abulance fast cause sometimes this can be fatal ,especially if this is happening alot to them ,also make sure that they are being faned or somwething to get air!!put cold water on their face but dont drown them,lol
