Well, I would have to say that it depends on the context- what was the situation surrounding this statement. If I were to use it, it would mean that the person was dependable; solid- that I could lean on them and count on them for whatever I needed- that they are not affected by wavering emotions , but I could count on them and their word was good.
It just occured to me that if the situation was bad, it might mean that the person was unmovable- stubborn
rock is also slang for diamond/ gem- ? "you're a gem, baby" ?
anyway- I would completely take into account the situation and the person who said it- that might help you figure out what they meant

When Jesus called Simon 'Peter', He was using two related words. He said, "I tell you that you are 'petros' and upon this 'petra' I will build my church." (Matthew 16:18)
Petros is a piece of stone. Petra is the rock, the bedrock, from which other stones can be quarried. So I think Jesus was telling Peter, "You're a chip off the old block!"

The rock is Jesus Himself, and His teachings. Putting them into practice, living by them, will give us a foundation that the storms of life cannot wash away and will prevent all that we have worked for and hoped for from going to waste.
So, in that sense, a rock is someone you have found to be dependable and trustworthy.
