Kicking the grass is a noraml behavior. Some think it is to cover their droppings, and others think it is to spread their scent. I looked on the Cesar milan site, and he says it could be either.
My females do it much more than my males, so I tend to think it is a cover up..at least originally so....but they don't do a very good job of it.

Well my Australian Shepard does that too,I think that they are either trying to cover it up,or when the kick the grass, they spread they're scent farther and faster.I know it is weird but it is one way of life for our little friends the dogs.

It is marking territory. Kicking the grass spreads his scent around.

They have scent glands between their toes and they mark their territory that way.
