My mom has little money, if you know of a place that can whip my out-of-control brother into shape, I would appreciate it a lot. As would my mother, and my brother(eventually).

He'll be 17 in September. My mom has let him get away with everything. He puts holes in the wall when he's angry and will detroy anything to get back at her when she says no. He drives his bike without license or insurance, yet my mom refuses to report him. I think he needs tough love, and my mom is to drunk or selfish to do it. (Partly the reason for his behavior)

Eckerd Youth Alternatives ( http://www.eckerdyouthalternatives.org/ ) is an absolutely awesome foundation. You can read about it on the website. I considered working for them for awhile, although I finally took a job that would get me more experience for grad school.
The best part about it is that it's not boot camp. The kids aren't tortured or given weird tasks to perform, and they're not punished in typical ways. Instead they learn that their actions have consequences - every time a kid acts out, there's a group huddle up, where everything is talked through until the problem is discovered and worked out. Sometimes that will mean talking until you're late for dinner, you miss sports, or you get to bed late, but those are the consequences (don't worry, you still get fed if you miss dinner, but your group doesn't get to eat with everyone else). It's a very positive, nurturing, and structured place. I highly recommend checking it out. The people there really care about kids.

well you could enroll him in a JROTC (junior reserve officer trainning corps) they have them for most of the military branches in all diff highschools. I chose to go to a Marine corps jrotc. they usually whip em into shape and its free cos its public school and its everyday cos its school also. so they will be gettin atleast an hour and a half of disiplin.
or
you could look into mini boot camps they have these in alot of different places. i live in virginia and i went to one in fort ap hill it was about two weeks long and that really made me appreciate my parent. yea they work wonders and those two weeks felt like a month so sometimes even if they arent long they still work so jus get on the net and look this stuff up. there are a ton of things. you could also try job corps... jus google it.
and im not a problem child i jus wanted to join the marine corps in my past lol.

There are places like that, but I have never heard of that tactic working. There might be some help from a local church. This accomplishes two things: (1), the community knows that you are trying, and that your brother does have people who care about him. (2) They might know of someone who could help your brother.
Be sure to let your brother know that you love him, even if you have to do this from a safe distance.

There are quite a few. As an educator and someone who taught at an alternative ed school for these kinds of kids, I think the best ones are the wilderness ones. They are out of a comfortable element and really have to work to survive.
A friend worked at this one http://www.redcliffascent.com and said it was a great experience for him working there. Check it out.
Good luck-too many kids are running wild and too few families are trying to get it under control.

We have a place here called SeaBorn It's similar to boot camp but the minor has to be 17 and go voluntarily.

It depends on where you are from. What I suggest that you do is contact the local police department and ask them about programs for out of control teens. Believe there all types of programs out there.

The military.....um or you could send them to job corps where they live on campus and get paid for it. But with one exception, if their under 18 they can't leave the campus
