He's very attentive, affectionate, caring, loving, etc; however, he just won't say the words. Why is he like that?

That seems to be the way he express himself.You have to accept him for how he is. It is very important for us (women) to hear the words "I love You''. I would have a conservation with him and ask him how does he feel about those words.

The day he says it would probaly be a turning point in your relationship. Talk to him and see where his feelings on it is.

Why do you even need that? He obviously treats you well and cares a great deal about you. Why do you need him to put such a meaningless label on it. Anyone who can speak can say three words. He's gone out of his way to put the effort into it and show you he cares. Deal with it.

Alot of guys throw the words around like they mean nothing. When you hear it from his mouth, you can be sure he means it
