It is 100% illegal. It's not worth getting caught, and if you're 18, it'll go down on your record and will remain there until the day you die. And at 17 or younger, having your parents called in the middle of the night to come pick up your sorry a$$ at the police station, is probably even worse. That said, the following is for entertainment purposes only...not a suggestion to commit crime.

Know your escape routes before you begin, and know that neighborhoods with fences around the backyards make you a sitting duck, while access through the backyards make for the best escapes. If the police arrive, drop EVERYTHING and run like hell. (Leaving behind $10 worth of toilet paper pales in comparison to the big fine you'll receive.) Wear dark clothing. Always park several blocks away, and leave no rolls of toilet paper behind in your car (very important in case you are later pulled over and searched).

And remember, buying in bulk during daytime hours is cheaper, less suspicious, and provides the material for you to create a picturesque winter wonderland in the middle of July.

Of course, if you live in the desert, forget the TP. Just go marshmallow a cactus or something!

Yes, but even at age 81, it can still be fun, and perhaps worth the chance. A lady friend commented how her house was the only one of her block not to be toilet papered, so a bunch f us from the senior center went down in the middle of the night and did it. She had it cleaned up before the sun rose. Should have wait uuntil a day when rain was expected. ////

No one mentioned this, but it can also be viewed as trespassing. If you are toilet papering houses, you are definitely on someone else's property, therefore, are trespassing.

Actually it is believe it or not. It is considered defacing public property and trespassing. And although you may not sit behind bars for it ...you may get a smack on your permanent record depending on how old you are when you commit the crime and how many other things you have on your record.
