And every time when i try to Shutdown OR Restart my computer, the window appear and stuck on "Windows is shuting down" after "saving your sittings" window.

your computer has overloaded (it used too much mem) so it waill stay that way, you could be at at your limit on you HD will cause this problem (i've had the prob before) so you need to clear you space, defrag. clear the tem folder, temp. internet files, get rid of the programs you rarely use try those
and it's not a virus

Have you tried holding in the power button?
If that doesn't work you may have to lobotomize it by unplugging the power cord from behind the cpu tower.

U have damn virouse in ur PC or the room where u r so hot temp ... I'm sure of that

You may have to reboot your pc,......with your pc recovery disks because your pc might hard drives or what not might be corrupted
