By definition, no. As far as I'm concerned the government has full access to my telephone, email, and bank records if it would help stop one kid from being sold dope or stop one terrorist from killing or injuring a person. I believe the ones who cry about it fall into four categories. Either they have something to hide, their ideals come before any price in human misery, they're trying to make political hay, or they are egotistical enough to think the government is real interested in them.

With all the messed up regluation and the outpouring of many rights of minority over majority: kinda, but in a way that isn't totally a policed state. A police state would be controlled by the police or military such as Nigeria.
