Any number, including 0-00 "straight up" pays 35-1
Straight up(1 number)35-1
Split (2 numbers) 17-1
Street (3 numbers) 11-1
Corner (4 numbers) 8-1
First 5 (0-00-1-2-3) 6-1
Double street (6 numbers) 5-1
action numbers (10-15 + 33) 4-1(only a few casinos)
Column(s) - 12's(1st-2nd-3rd) 2-1
Red-Black-Even-Odd(1-18 or19-36) 1-1
0-00 games have a house edge of 5.26%
0- games have a house edge of 2.70%
an exception to this is on some European wheels(single zero) they use what is called the en-prison rule on all 1-1(even money) bets if 0-00 hits only half of your bet is lost..This cuts the house edge down a little more..
If you get the chance to watch or play French Roulette it's interesting...The payoffs are the same, the way the game is dealt is different...

0 and 00 don't pay any more or any less than any other single number in roulette. The pay out is 35 to 1.

The two answers above this are both correct.
However, if you mean the payout of playing the combination of 0 and 00, it is 17 to 1, just like splitting any other two adjacent numbers on the layout,

35:1 I believe.
It's a fun game, but hard to win anything.
