Hot Dog rolls were always made by the dozen, so they divided the dozen into packages of six. And Hot Dogs wer made starting with a pound of meat (or whatever they put in hot dogs) and the way the molds were, they always came out with 8. Mystery solved. Because they know that some people are obsessive compulsive. And they want to sell more hot dogs so 8x5 is 40 and 10x4 is 40 so that is 5 packs of hot-dogs and 4 packs of buns to make everything come out even. A marketing genius.

It is a sales ploy. You either pay more to get the extra package of hotdogs or have left over buns.
