Contact Protective Services in your town and report HIM.
Contact the Electric Company and put the bill in YOUR name!
Keep a LOG/DIARY of every incident - Dates, Times, What Happened, Witnesses etc.

Circumstances will dictate what this is. If he is divorced and has a child support arrangement [and he must if there was a divorce], and the wife got the house and kids, he does not have to pay the electricity bill. He does not own the house, so he can take the bill out of his name. He only has to pay what the judge said he has to pay.
Let's hope there was a miscommunication and the ex did not realize that he was dropping himself from the electric bill so she could have it put in her name in a timely manner.
But if there was a divorce, the property was divvied up and now the wife is responsible for the property she got.
If there wasn't a divorce, then the wife must document the event, put the electricity in her name, pay the bill, and get the divorce finalized, and maybe she can recover some of the expense for having to do that.

Well...if you look at the definition of Neglect in Law it reads:
to fail to give care or proper attention to someone or something
As he failed to give electricity doesnt mean he is neglecting them exactly. Some cultures live without electricity and as this may be the norm for them, is not considered neglect. It is a difficult subject you have there but if you have concerns wait for another event to arise if it does to confirm a consultation with your solicitor/lawyer etc

How old are these children? Why is the man turning off the electricity? Does the man live in the house with the children? There are too many unknowns to answer this question.

it would be an illigal act in my country. not neccisary neglect but questions would arise for the safety and welfare of the children. but why would a man turn the electric off why the children resided in the property that would worry me more. as the reasons behind this act.

Absolutely, and I would report him to social services. Even if he doesn't get along with you that's no reason to take it out on the children. ( His own children at that)

well, my sister when she left her husband, she left it on for the child. she had to company contact him and tell him in one week it would be cut of and he would need to go down and get everyting fixed. I may not call it neglect ,but leave it on for the children.Don't make them suffer because of adult problems. take care.
