I think they say it when it really is them like when they just don't feel right in the relationship, like i mean you could be doing everything perfectly but if its not meant to be then it won't be and it will probably feel wrong to at least one of ye. Another possibility is that she could be experiencing cold feet about the commitment aspect of the relationship in which case it is her and really has nothing to do with you...i know it doesn't help much but you will find someone that is perfect for you and you are perfect for back if you give it time.

If I understand your question....they are just trying to tell you some behavior of theirs is not related to anything you've done. If it has to do with changing feelings towards you, then it's saying they know you're a good guy, but it's just not a good match for them. You can't get angry with someone being honest with you. If they'll talk about it, then great. Otherwise, they're trying to explain a situation with the least amount a negative feelings.

Well, sometimes it is the truth; sometimes people aren't happy in a relationship because of something they want to work through on their own, and when they do they may come back, BUT...
most of the time when someone says "It's not you, it's me" it means they are not happy in the relationship and don't want to be with you, simple as that, but they don't want to hurt you because it is nothing you did to cause it, "it" just isn't there anymore, they are not in love with you anymore. Move on, find someone else and let her go, she is not the one for you. Good luck

they realize that they are not a right fit for you. then they also want to keep the life line open so as not to look like the bad person when whomever they are dealing with ends and want someone else to turn too. but if they give u that line of crap. take it as it comes. move on and dont look bad, look at it as a blessing.

Because they are telling you - "It's not you that wants to end this...it's me."

Seriously though, I think it's a way for someone to tell you that although they aren't interested in you any longer - it's not anything that you did or have the ability to change - it's just the way they feel.

Maybe they just don't want to hurt the other person's feelings, so instead of saying "it's you, it's not me," they say just the opposite...When I broke up with my ex, I said the exact same thing.....
