Read about the software on the official site. It's been a long time since I've used it but if you download all the plugins on the plugin page you can apply filters to the picture you view and create slideshows.

As far as i remember, IrfanView is just a viewer, not an editor. I have not used it for a long time so, possibly, i've been mistaken.
Why not to use GIMP -- free graphics editor?
