From my experience, you can enroll anytime over the summer. Earlier is better so that you have more time to collect any needed paperwork you might have missed. What varies is the cutoff date based on the child's birthday. For example, one school might say the child needs to be age 5 before September 1 to enroll in kindergarten, while another school pushes the date out to the end of October. You'll have to call the school and check.

If you're asking about enrollment when it's not summer break, then you need to enroll the child ASAP after you've moved to the new address or whatever.

It varies by school district. You'll have to contact your school districts board of education. They will direct you to the right date. They gerneally do kindergarten testing in May but you'll have to contact the Board of Education and they'll get you in the right direction or set you up with an appointment.
