Some of them aren't. Most are pretty corrupted and too full of themselves. But a few of them that I know could be considered the "finest".

actually that is just a saying....some police officers are the :"finest"....But of course we know,,,,,all aren't!....EX: they say....oh San Diego's finest....or LA's finest!!! it is nothing more than a saying!

In Canada, as far as city police go they're in Edmonton. But the RCMP are the top law enforcers.
