1. Obtain Helicopter Pilot's license.
2. Lots of hours of flight time experience.
( They aren't gonna give you an aircraft worth several million dollars without a butt load of experience. Hint: They like military pilots.
And you didn't mention how much flight time you actually have......)
3. Once you have the above, Apply to a Fire or Police dept that has their own fleet, or enough money to purchase and maintain one.

Are you already a RotorCraft Lisenced and Rated Pilot ? Have you been through training specializing in Law Enforcement or Fire for the particular Helicopter you would be flying. If you have been through all the training and have all the nessasary rateings then just start applying for jobs if not you would need to get trained to first fly helicopters then speicalize n a certain aera like Law Enforcement do a yahoo search for Helicopter Training and find a school thats right for you and call em up and they can get you where you need to be. And no you really don't need a college degree for this type of job you just need to be well trained and go to a good flight school build your hours and get all your rateings but a college degree n Aeronatics sure would'nt hurt! on a job interview.

The reason that they didn't use helicopters on 9/11 was because they couldn't have gotten water to the interior of the building, and the heat was intense enough (900-1500 degrees fahrenheit) that you couldn't fly in the airspace above and around the towers because, if you tried, you would end up losing control of your helicopter and crashing either into the building or into the ground. not to mention that the smoke was black enough that you wouldn't have any visibility, so you wouldn't be able to see where you were flying, and the smoke would choke out and stall your engines. A TRAINED COAST GUARD PILOT would be hard-pressed to keep control of the aircraft, and would most likely lose control. The reason that they didn't use a firetruck because there wasn't a ladder in the world (before or since) that was 900 feet long with a water hose on the end.

It all depends on the department you want to fly for. In law enforcement, at least in my area, the pilots are all police officers first. The department then selects someone and trains them to fly. Sometimes having a private pilot license, even fixed wing, helps with the selection, but you have to be an officer first. This may differ in other areas of the country.
Best way to get your pilots license and lots of experience flying: talk to your local Army recruiter about enlisting with a guarantee of flight school. You need to take an ASVAB, a medical, and a flight aptitude test before you enlist, and there may be other restrictions, but you can get it as an enlistment option.

Obtain a commercial fixed wing license . This will save thousands over doing your intial training in a Helo.
Once finished, convert your Comm Lic into a Rotory Wing endorsment
Start knocking on doors ..gonna have to travel a bit. but your gonna need at least 500hrs before you could be considered a competent VFR pilot
Most public service flying requires 1000hr min
While gaining hours.it certainly wouldn't hurt to get some either law enforcement or military experience. Volunteer.

Well first of all u have to decide to take that step,and then u have to study that field and then apply and finally go for training.And if you want to go for a plane,pilot,see even if you qualify for the plane flying,sometimes people have lost their qualification due to the test they are given.Test like blood tests,speed test etc.They do a lot of test and also frightening....One of the main thing is the eye sight should be good.

Start with the U.S. Army Warrent Officer Training Program and ROTC in college. Do a couple tours in the Gulf, And then apply to your local departments and wait for an answer.
