If you don't have airline experience find someone who does and team up with them. Then decide on routes that should bring you a profit. Then draft a buisness plan and get money from investors or take out loans, however you can find money. Depending on the type of airline you are going to fly you will probably need at least 50 mil. Then you must get liscenses from loca, state, and federal governments. And FAA approval. Then buy or lease planes, gates, landing slots. Find maintenece, fuel, and food contractors. hire employees and you're off. And that is very simply put.

with a lot of money. u might want to work with a well established airline for first and learn the basics and then partner up with another airline that wants to start up and combine ur ideas and go from there. u willl need lots of $$$$$, the faa approval, airplanes, and gates at airports....
