Their passports expired in 2004, and their birth certificates are in Russian (they're adopted)! Are they any other options out there?

This is just for traveling within the States... probably will not even be needed, but I like to be prepared, especially with security being so tight nowadays. My son is 15 and looking like a young adult now, and they may be asking for proof of age, etc.

When you adopted the children and brought them to your country, you should have been issued an adoption decree and new birth certificates in English.

How old are your children? There are state issued ID cards, some schools issue student picture Id's. Really depends on their age I think.

Yes, I know that atleast in New York you can be issued a non-driver Identification card at your local DMV.

yes go to the local dmv and ask for a photo id it is a card like a liscene. multi-purpose

In most states you can go to the dept. of motor vehicles and they will issue a photo I.D. or go where ever you renew your driver's license.
