Every pasta package I've ever seen tells you how many minutes to cook it. Use that as a guide, not all these conflicting times above. Here's what I do.

Use a big pot and a lot of water and a lot of salt. When it comes to a boil, add the pasta, stir, and wait unitl it comes to a boil again. When it reboils, THAT'S when you set the timer. Set it for about 3-4 minutes less than the lowest time on the box. You do this because the pasta will still continue to cook even after you drain it, from the residual heat.

DON'T rinse the pasta in cold water, you will be rinsing off the surface starch that helps the sauce adhere to the pasta.

First look on the package. Not every pasta is the same. This is the first place to look. If that doesn't help, I boil until it just stops to be glossy. Around 6-10 minutes.

15 minutes. After water is boiling. It depends on the volume of the noodles, how much water you have and your distance from sea level.

Well you can always to the test to see if the pasta is done, but throwing a piece on the ceiling and if it sticks, it is done.
