Keep your garage door closed, and find out if there are leash laws in your area, so that you can tell your neighbor that if he/she doesn't keep the puppy on a leash, you'll call the cops and they'll get a ticket.

Talk to your neighbor for one... and discourage him from going in your garage at all.... a squirt gun in the face does good, or a really loud sound, like bang something metal.

Tell your neighbor you don't appreciate dog poop in your garage, and if they loved their puppy, they would keep him on a leash, or fenced in.
