For example, a person can be unable to eat anything that's related to hot peppers, but love wasabi and horse radishes and mustards, as hot/spicy(?) as they come. What's the difference?

Horseradish and mustards are what they call a "pungent" heat....the spicyness of these items hits the nose....not the gut.....peppers contain capsaicin which "heats" (irritates) on contact....it is in an oil that will spread....if you've ever handled hot peppers and rubbed your eyes you know what I mean.

I can not tolerate either . Chicken wings are HOT ! Wasabi is Hot with a horrible taste . I was invited to an indian wedding once ...now that food was spicy ...I was being laughed at while I gulped glasses of water while they kept a flow going for me ...oh besides most spices have a horrible nasy odour to them..peppers / jalepenos are HOT !

Wasabi, horse radishes and mustard ARE spicy ... HOT refers to heat (temperature).

A food or drink can be overly spicey, too much garlic or too much celantro and not be hot.Just like a food may have habenero pepper that is really hot but lacks a noticeable spicey taste

Hot is a sensation ... the heat you feel from peppers etc.

Spicy is taste ... the taste you get from spice blends.

i am not sure except that hot is the tempature and spicy is the hottness of the flavor
