In general it is a polyacrylimide crystal that absorbs water. You can find them at any gardening store under different names such as Hydrogel or Water Crystals. I run a small nursery and we buy ours from A.M. Leonard company. One jug goes a long way.

I'm not sure of the exact chemistry, but the polymer that the crystal is made out of probably has a highly hydrophillic properties. In crystal form the crystal lattice expands and traps water within it. So in practice you just put the crystals in a bucket and put water in it until it stops absorbing. It will have the consistency of wet oatmeal when it is done, and has a gel like feel.
