Good guestion, I have biblical answer. I will quote some scriptures.

Hebrews 6:4-8
4 For it is impossible for those who were once enlightened, and have tasted of the heavenly gift, and were made partakers of the Holy Ghost, 5 And have tasted the good word of God, and the powers of the world to come, 6 If they shall fall away, to renew them again unto repentance; seeing they crucify to themselves the Son of God afresh, and put him to an open shame. 7 For the earth which drinketh in the rain that cometh oft upon it, and bringeth forth herbs meet for them by whom it is dressed, receiveth blessing from God: 8 But that which beareth thorns and briers is rejected, and is nigh unto cursing; whose end is to be burned.

The Angels were in Heaven, they experienced God's wonderful Greatness. They should have never fallen. It is impossible for them to repent the bible says.

Matthew 12:31-32
31 Wherefore I say unto you, All manner of sin and blasphemy shall be forgiven unto men: but the blasphemy against the Holy Ghost shall not be forgiven unto men. 32 And whosoever speaketh a word against the Son of man, it shall be forgiven him: but whosoever speaketh against the Holy Ghost, it shall not be forgiven him, neither in this world, neither in the world to come.

Leviticus 24:15And thou shalt speak unto the children of Israel, saying, Whosoever curseth his God shall bear his sin.

Then bible even says if we, leave God and stop hearing the holy spirit, it will grieve it, and the holy spirit will leave, and unclean spirit you had before will come back to you and find you clean, but bring 7 more spirits with him, making you worse than before.

After the Spirit of God leaves you...
Matthew 12:43-4543 When the unclean spirit is gone out of a man, he walketh through dry places, seeking rest, and findeth none. 44 Then he saith, I will return into my house from whence I came out; and when he is come, he findeth it empty, swept, and garnished. 45 Then goeth he, and taketh with himself seven other spirits more wicked than himself, and they enter in and dwell there: and the last state of that man is worse than the first. Even so shall it be also unto this wicked generation.

Hebrews 10:26-2926 For if we sin wilfully after that we have received the knowledge of the truth, there remaineth no more sacrifice for sins, 27 But a certain fearful looking for of judgment and fiery indignation, which shall devour the adversaries. 28 He that despised Moses' law died without mercy under two or three witnesses: 29 Of how much sorer punishment, suppose ye, shall he be thought worthy, who hath trodden under foot the Son of God, and hath counted the blood of the covenant, wherewith he was sanctified, an unholy thing, and hath done despite unto the Spirit of grace?

2 Peters 2:20-2220 For if after they have escaped the pollutions of the world through the knowledge of the Lord and Saviour Jesus Christ, they are again entangled therein, and overcome, the latter end is worse with them than the beginning. 21 For it had been better for them not to have known the way of righteousness, than, after they have known it, to turn from the holy commandment delivered unto them. 22 But it is happened unto them according to the true proverb, The dog is turned to his own vomit again; and the sow that was washed to her wallowing in the mire.

Ephesians 4:30And grieve not the holy Spirit of God, whereby ye are sealed unto the day of redemption.

There is no such thing as Lucifer, he is a man-made myth, therefore no angels could follow him. Even if they could, they would not. They are divine, spiritual beings, holy in every way.

Angels have no need to repent, and frankly nor does man. Sin and hell are also man-made concepts, created to control the masses through fear-based living. God does not judge or condemn. That is what humans do best.

Because only Man was made in the image of God. No other creation of God's has a soul that can be saved. Angels had to make a split second decision. Humans get to decide. It's got to do with the order that God set up.

Man has free will. We can chose to do bad and therefore need to be able to say God forgive me. Hence repentance. Angels don't have free will. They have to do the will of God and for the ones that didn't they can't come back. They can't be forgiven because of the stature they were given when made.

God had to give us a way to say I willingly did wrong and want to try to do better. We were given free will so God could show his works through us.

I think that it is because Angels were created and were there from the beginning. They know that God is the true way and light. Unlike Angels, Humans were not. We were created later and after that whole fruit of knowledge incident we began to question the plan and God himself. It becomes a matter of faith. We no longer live in the "physical" garden of Eden style presence of God, so we have to choose to believe that he influences us. When the Angels sin, they know without a doubt that they are turning from the way. It's a question of knowledge.

Angels are the closest to perfect of creation as you can get. They have no sinful tendencies like us. These creatures have a direct relationship with God. God gave them a sense of free will. The ones that sinned WILLINGLY rebelled against God. They knew the consequences. We are descendants of Adam and Eve. We did not personally eat the forbidden fruit like our parents did. True, they were perfect, they chose to disobey and they paid the price in full, but we ourselves inherited thier sinful inperfection. We did not have a chance to obey or disobey in a perfect state. What Adam and Eve voluntarily chose to do is something we can't help. Therefore, we can repent of our sins, if we are truly sorry for our mistakes.

angels already have the faith necessary to worship God and understand Him more. We have little faith compared to the angels, but when we do express our faith, it amazes al of heaven.
