First ,loosen the leash... he feels the tightness of the leash and it makes him more anxious.( your leash should ALWAYS hang loose) Try a harness instead of collar... start in the back yard where he is already comfortable... walk around the yard with the leash and gradually walk out the gate....little by little...get him comfortable with one step at a time...
Another thing you can do is to drop a treat in front of his nose every few feet! dot try to do it all in one day go a little further every day.

My dog came to me terrified. She wouldn't walk with me. She knew and trusted me but because of her previous home life she was scared to be in the house and scared of other dogs. I really wanted to take her for walks because my backyard was too small for her to get any real exercise, but after several failed attempts I didn't know what to do. Finally I just put the leash on her and let her wear it around the house for a day until she was used to it. Then I took her outside and let her walk freely in the front yard with the leash attached. Eventually, I picked it up and walked a couple feet, she followed. I stayed close to the house at first, but now we're seasoned walkers. Good luck to you!

try taking him out for a short distance like half way down the block, and keep increasing it a little every other day, don't rush it though. try taking him either late at night or really early in the morning(the time when it's the quietest on your block, so no noise will scare him like cars)
bring his favorite toy with him and its very good that you talk to him, keep doing that squat down to his level and whisper in his ear, dogs love the attention ill make more secure.
good luck' just have patience with him hell be o.k. hes still a puppy

It sounds like it is scared. Most dachshunds I have been fortunate enough to know loved walks. Hell walk, I had to try and hold on for my life. They are part of the hound family, hunting dogs. They are used to running free, following the scent trails.

Dog-'walking' is passe. For a small dog, I'd recommend a good, sturdy duct tape and a skate board. When he gets bigger, you can upgrade to nylon rope and a motorcycle.

I have a nine year old Chihuahua and she has always refused to be on a leash. She would drag and not walk. I think some dogs just won't!

yeah my dog was exactly the same. whenever she went outside she'd juss keep wanting to run back home and wouldnt let me lead her. if she wasnt afraid she was just stubborn and kept barking at everything moving in sight. i think u just need a trainer for a week or so to try making her understand commands better. worked for me
